Foreigners who obtained a form of protection in Romania have access to all forms of education under the same conditions established by law for Romanian citizens.
In order to enter the academic year corresponding to the held knowledge, the school inspectorates for minors organize a free Romanian language initiation. During the course of Romanian language, the children may be enrolled as trainees in education system.The didactic activities with theoretical, practical and recreational character, are carried out within the school units where the minors are assigned or at other educational units, depending on the request of the legal representative.
The Ministry of Education organizes a free Romanian language course for foreigner adults participating in the integration program.The Romanian language courses are held during the school year, 3 days a week, two hours each and the textbooks necessary for the courses are provided free of charge. The registration is done throughout the calendar year, and the attendance can continue throughout the next school year, as appropriate. At the end of the preparatory course for learning the Romanian language, a commission appointed by the Ministry of National Education evaluates and issues, free of charge, a certificate of linguistic competence, a document attesting the level of knowledge of the Romanian language.
Asylum seekers

To facilitate access to the Romanian education system, underage asylum seekers receive, free of charge, during a school year, a preparation of intensive and free course in order to register in the national education system. The preparation course is organized by the Ministry of Education in collaboration with the General Inspectorate for Immigration.
During the Romanian language courses, the children may be enrolled as trainees in the education system.
Foreign citizens with residence permit
The foreigners who have acquired the right of residence in Romania and citizens of EU Member States and European Economic Area shall, on request, benefit from intensive learning Romanian language courses for a fee. These courses are organized by the Ministry of Education in collaboration with the General Inspectorate for Immigration and aimed at familiarizing participants with the Romanian language.
